PUBLIC-PRIVATE PARTNERSIP IN THE SPHERE OF CULTURE |

The International Conference “Public-Private Partnership in the Sphere of Culture” organized by the Russian Foundation “Development of Culture and Education” with the participation of the Committee on Culture of the Government of St. Petersburg and consulates general of the UK, US and Italy took place on October, 5-8 in St. Petersburg. Director of Beneficial Foundation “Demetra”/ Doctor of Historical Sciences V.N. Zinko participated in that forum on behalf of Ukrainian foundations. The main purpose of the conference was the question – how to implement public-private partnership for conservation and use of monuments of archaeology and history in times of economic crisis, and introduction to advanced European experience in this area. This is very important for our city, where a large number of ancient monuments are situate d. Government of the Crimea practically does not allocate funds for the conservation and transformation of these objects into sightseeing. Consul General of the United Kingdom Gareth Ward, directors of a number of major open-air museums of St. Petersburg, the leaders of Russian, Italian, German and American Funds, professors of Pisa, Bologna and Naples, the presidents of a number s Russian and Italian banks made presentations at the conference. Professor Pietro Guzzo, former head of Special Archaeological Branch of Naples and Pompeii, made a report from on Skype. Director of BF “Demetra” V.N. Zinko spoke at the opening of the conference on “Public-Private Partnership in the Field of Culture in : Experience to Create an Archaeological park ‘Bosporan City of Tyritake’”. The most interesting thing is that many of the problems of our Ukrainian reality are to some extent similar to the Italian one. It was clear from the report of Ferdinando Spagnolo, director of restoration of ancient Stabiae (). But there is a qualitative difference – funds, carrying out similar work in , have a great preference of the state, and there is no total dominance of various officials, who can only “throw sand in the wheels’. It is because the property fund of the ARC does not solve the problem on the spot at the monument of national value (!), where iron plant canteen is listed, but in fact it has long been a pile of stones, the BF “Demetra” cannot finance the construction of an entrance hall with all necessary infrastructure for civilized excursions on ancient Tyritake. One day, all the participants visited the island and Shlusselburg Fortress, where the Russian Foundation “Development of Culture and Education” holds the project to create a historical-archaeological park “the Fortress Oreshek”. Total cost of this project is about 8 billion rubles with a significant investment of federal and regional funds. Of course, there are characteristic for all post-Soviet states big problems with the definition of the status of the land and its isolation, departmental divisions and so forth, but the object itself is impressive. 3RD UKRAINIAN NATIONAL MUSEUM FESTIVAL |

3rd Ukrainian National Museum Festival “Museums of Ukraine in the world cultural space” was held in Dnepropetrovsk , on September, 14-19. Dnepropetrovsk National Museum named after D.I. Yavornitsky took two hundred and fifty professionals of one hundred five museums of . The hosts gave the guests a night tour of the museum called “Someday we shall be soldiers”, organized folk festival “They have been united by love for ”, presented an updated exhibit, and staged celebration in the open “Potter’s wheel” within the framework of the festival. Theater of fire “Elements” completed the holiday with a wonderful fire-show. Competition program of the festival consisted of museum publications (one hundred sixty positions), the contest “Art of the museum exposition” (forty-six mini-exhibitions), and the contest “Maintenance of museum programs and events” (promotion of sixty-five museums). Well-known specialists from Kyiv, Vinnitsa, Kharkov, Sumy and Dnepropetrovsk became parts of the jury. The jury reviewed the competitive festival exhibitions, publications, promotional programs carefully, discussed them and chose the winners in the following categories: contest of mini-exhibitions – the Lvov Historical Museum ; promotion competition – the Odessa Municipal Museum ; museum publication contest in “Album” category – the Yalta Historical and Literary Museum . The Demetra Beneficial Foundation ( Kerch ) was awarded a special prize in the museum publication contest for a series of publications of the museum catalogues “Collections of the Kerch Historical and Cultural Reserve”. The Foundation presented to the competition only four catalogues issued in Kyiv in 2008-2010 by the publishing house “Mistetstvo”. The series was founded by us in 2004. Eight catalogues in this series have been published already. In recent years, we have been able to attract the largest museum of Poland – the National Museum in Warsaw to participate in this publishing project, and it issued the first volume of “Megarian Bowls” with its own resources. In general, our publishing program is unique in – we plan to publish catalogues of all significant archaeological collections, which are stored in the Kerch Museum .

ARCHAEOLOGICAL PARK “BOSPORAN CITY OF TYRITAKE” |

Again, since early June excavation on the archaeological monument of national importance - the settlement of Tyritake, are being carried out. Ten years ago, in 2000, a long term project was started. Since that time, the Bosporan Expedition for Archaeological Protection of the Centre of Archaeological Research of the Demetra Foundation in co-operation with the Crimean Branch of the Institute of Oriental Studies of the National Academy of Sciences of Ukraine considers the problem of preservation and outdoor museum of the ancient city – an archaeological park available to the tour show, as a component of the project along with the great scientific tasks. Doctor of History Zinko V.N. proposed basic concept of preservation of the ancient city within the framework of the project of creating the archaeological part “Bosporan city of Tyritake ”. Three main points were formulated by him: 1) – preservation of architectural and archaeological complexes that have been found in various parts of the settlement and exhibiting them; 2) – protection and security of the territory; 3) – removal all visible man-made disturbances, such as archaeological dumps, from the territory of the ancient settlement. All these propositions were the basis of a master plan of Tyritake outdoor museum. Its development was initiated in 2006 and completed in 2009 in Kyiv, which resulted in the adoption of the “Concept of Tyritake outdoor museum”. Archaeologists initially decided to recreate the ancient city walls at the most affordable (of the contemporary urban building) northern, western, and in part the southern boundaries of the settlement. The house of museum lodge with an archaeological laboratory was designed and built in 2006 to ensure continued protection of the whole settlement. Preservation and exhibiting of architectural and archaeological complexes found in various parts of Tyritake should provide, on one hand, reliable safety of the investigated sites, but on the other hand – fully characterize various chronological stages in the life of the ancient city from the archaic buildings until the early Byzantine period. The primary objects of the outdoor museum can be called. They are dwelling houses and storage buildings in the north-west of the city (sites 22,23) which have been mostly preserved: a large fish-processing complex built in the first centuries AD with a part of street paved with ceramics excavated in recent years in the site 26 where preservation works have been done already. Remains of a Byzantine basilica dated back to the beginning of the 6th century AD on the site 13 deserve special attention. The project of its exhibiting was paid by the Demetra Foundation in 2010. In August 2008, top officials of the country and the Crimea administration visited Tyritake and promised… The Kerch Reserve permanently inscribes the question of the beginning of state financing of this monument and other ones in all its plans. But the government officials have no money. So, in 2008 the Demetra beneficial Foundation attracted the largest museum of our western neighbor – to participate in the project. Under the agreement with the National Museum in Warsaw during five years Polish party is involved in research of Tyritake and outdoor museum creating with investment of its own funds. Polish scientists have made preservation of 10m of the western fortification wall in the excavated sector 27. This year we have begun to strengthen the sides of excavation. In 2012, The Kerch Reserve will receive another object of the display – a part of the western fortification wall of the 6th – 5th c.c. BC and bordering blocks of residential areas. During ten years, all works (excavation, preservation, design, etc.) on the site of Tyritake are being held on charitable grants of the Demetra Beneficial Foundation exclusively. As of today, the Demetra Foundation has financed work on preservation of masonry of architectural and archaeological complexes on the digs 22-23 (1974) and excavation sectors 21, 28 (the northern fortification wall with a tower). Masonry in the old digs with a total length of 300 m has been preserved here. Preservation of masonry in the excavation area 26 of 1,025 square meters will be completed in 2011. In fact, the archaeological park has been created, although it has not been documented legally. The Reserve has not been able to get a state certificate on the archaeological monument for seven years because of bureaucratic delays. Biggest problem is the demolition and removal of ruins of the former iron enterprise canteen. On the approved concept, here is to be a museum pavilion with all necessary tourist infrastructures. However, management of the Autonomous Republic of the Crimea Estate Fund has deployed active opposition concerning the ruins in the territory of the national archaeological monument. Despite all the difficulties, the Reserve began to show the ancient city on August, 1. Grand opening of the archaeological monument “Bosporan city of Tyritake” with flags and drums, which officials of all ranks are so fond of, has to await the time when government officials recollect of our historical heritage and their constitutional obligation to maintain it.

WARSAW – KERCH: THE BIGGEST MUSEUM COLLABORATION |

On February 10, presentation of the catalogue “Megarian Bowls” published in the series “Collections of the Kerch Historical and Cultural Reserve” took place in Kyiv. Polish Institute in Kyiv held the event in “Knigarnya E”. Well-known archaeologists and community leaders had been invited there. Program managers Dr. Alfred Twadecki and Doctor of Historical Sciences Viktor Zinko talked about the biggest and most fruitful collaboration between the National Museum in Warsaw, the Kerch Historical and Cultural Reserve, and the Beneficial Foundation “Demetra”. Back in 2002, the BF “Demetra” offered the Kerch Reserve to implement an ambitious project – the publication of collections of archaeological finds from the excavations of the settlements and necropoleis of the Bosporus. Publication of the first book of the collection of antiquities, which is the largest in Ukraine, caused intense interest among scientists from different countries. Proposals of joint work began to come, especially from the colleagues at the National Museum in Warsaw. They were involved in the study of lapidary collection (Doctor Alfred Twardecki), and ceramic collection – relief (“Megarian”) bowls (Sabina Gzhegzhulka). This leading museum of Poland has a long association with Kerch, and back in the fifties of the 20th century excavated one of the cities of the Bosporus, led by Professor K.Mikhailovsky. In autumn 2009, presentation of the first Polish – Ukrainian book – “Bosporan Funerary Stelae” vol.1, released by the publishing house “Mistetstvo” was held in Kyiv. Publication of a new volume – “Megarian Bowls” is a vivid evidence of fruitful international scientific cooperation in the study of ancient Greek civilization, which has had enormous influence on the formation of modern European culture. It is important that this event has occurred in the year of the 185th anniversary of the Kerch Museum of Antiquities. It is one of the oldest museums in Ukraine, where the biggest projects in the field of ancient archaeology with the participation of several European countries are being conducted during the last decade. Thus, Polish scientists participate in the excavation of the ancient Greek city Tyritake and continue their work on the catalogues of the collections. In 2010, the Polish Ministry of Culture allocated 600,000 UAH on the Polish – Ukrainian program. VOLUME TWO OF THE COLLECTION OF NUMISMATICS |

In 2006, volume one of the numismatic collection of the Kerch Historical and Cultural Reserve “The Hoards of Ancient Coins” – the result of collaborative research of scientists from Ukraine and Russia was published. Thirteen treasures of ancient coins from the 6th century BC to the 4th century AD are described in the book. BF “Demetra” continued funding for the project “Collection of Numismatics” and provided a grant for research activities of professionals. In 2010, scientists prepared to publish the second book. Volume two includes a significant part of numismatic material from excavations of ancient settlements and necropoleis of the Bosporus . Publication of single finds of coins is of great importance for the study of monetary circulation and the economy of the Bosporus in ancient times. In addition, the collection of gold and silver antique coins – the pearl of the Kerch Historical and Cultural Reserve, was presented in volume two in full for the first time. We hope that the continued publication of one of the world’s largest collection of antique coins will attract attention of not only specialists but also many connoisseurs of antiquity, and will also help in studying and preserving cultural heritage.
